With reference to your secret No. 37 of the 26th July1, I am directed to state that the President is not at the moment able to say whether the discussions at Geneva will be sufficiently important to warrant his attendance at the League Assembly. Apart from this consideration he cannot see at present whether his engagements here would allow him to go to Geneva even if that were desirable.

He agrees that a meeting in Dublin would be out of the question.

The President would be very pleased to have a discussion with Mr. MacDonald in the event of his going to Geneva. The ground was very fully covered at previous discussions and it is to be hoped that if further discussions take place some definite proposal will be put forward.

I am to request that you may inform Mr. MacDonald accordingly.
