Your 20.1 Replies are vague as follows:

  1. There is no objection to raising loan on open market
  2. Any application to export import bank will be considered on its merits having in mind purpose of credits: if such purpose does not conflict with policy of U.S. in aiding Britain it probably will be favourably considered
  3. Question re lend lease plan cannot be answered because plan has not yet been passed on by Congress and in any case selection of countries to benefit from plan will rest in discretion of President.
