Now that the Treaty (Confirmation of Agreement) Act for the purpose of supplementing the Treaty of 1921 has come into operation I think it advisable that it should be registered with the League of Nations, in accordance with Article 18 of the Covenant.

The registration of this Act will help to keep it in the public mind that all agreements arrived at between the Saorstát and Great Britain are of an international character and cannot be regarded as internal questions. Besides, the more the precedent created by the registration of the Anglo-Irish Treaty is followed the stronger will our position become in the eyes of the other Members of the League.

For registration purposes three copies of the document should be forwarded, of which one should be duly certified as true.
