With reference to your letter, which reached me on 23rd inst.1, I am in agreement with you that we should take some step for dealing with the Foreign Affairs question, such as you suggest. I am of opinion that if you raised the matter in the first instance at the Cabinet it would be well.

The idea of sending certain people abroad to gain experience is unquestionably a good one. The important thing to have regard for in this connection is that they would not really be representatives for the moment, and that their duties would consist more of an inspectorial quality - they would really be inquiry agents.
