Extract from minutes of a meeting of the Executive Council (C.2/226)

DUBLIN, 18 November 1925

(a) Boundary - Conference at Dominions Office, 29th Oct. 1925.

The Secretary reported that he had received from the British Government and circulated to the Executive Council copies of a note of a meeting held at the Dominions Office on October 29th between representatives of the British Government and of this Government, to discuss matters relating to the examination of the areas to be transferred under the findings of the Boundary Commission.

It was decided that the Ministers and the Attorney General should examine the note with a view to correction if and where necessary.

(b) Proposed Conference with the Boundary Commission 24th Novr. 1925.

On the assumption that the Commission would agree to the British Government's proposals that both Governments should be represented by more than one delegate at the Conference with the Commission which had originally been fixed for 19th instant, but had now been postponed to the 24th instant, the following were appointed to represent the Government of Saorstát Éireann at the Conference in question:-

Mr. K. O'Higgins, Vice President & Minister for Justice,
Mr. E. Blythe, Minister for Finance,
Mr. J. O'Byrne, K.C. Attorney General,
Mr. Jas McNeill, High Commissioner,
Mr. D. O'Hegarty, Secretary to the Executive Council.

In the event of the Commission's adhering to their original proposal that only one representative of each Government should be present, this Government would be represented by the Attorney General alone as already decided.

The Secretary was instructed to notify the Boundary Commission and the British Government accordingly and to inform the latter that the Irish representatives would be prepared to meet the British Representatives in prior consultation as desired on Monday the 23rd instant at the Dominions Office.
