Reference your Secret Despatch 10th May transmitting text of proposed reply to United States Ambassador regarding multilateral treaty for the outlawry of war. His Majesty's Government in the Irish Free State having carefully considered proposals made by United States and France find themselves in complete agreement with the principle of these proposals and sincerely hope that the negotiations will be successful.

With regard to additional paragraph suggested in your Secret Telegram Circular B.No.49 they note that the detailed arguments in support of the conclusion reached are expressed only on behalf of His Majesty's Government in Great Britain. It will be appreciated that some of these arguments are not applicable to the Irish Free State. They regret however that they cannot agree to the addition of this paragraph in view of the fact that the United States invitation for observations and participation was expressly confined to His Majesty's Government in Great Britain. On receiving an invitation from the United States Government His Majesty's Government in the Irish Free State would be willing to participate in any negotiations which may be necessary for the conclusion of such a treaty.
