Estero, Dublin.

Saw Secretary of State today. Attitude completely altered from point of view of Assistant Secretary. He says no possibility notwithstanding promise send diplomat in any capacity June 24th but want to send Bishop to participate celebrations who would announce coming of diplomat some weeks later. I said Government, not being official organisers of celebrations, could only consider envoy with diplomatic character. Explained clearly awkward predicament arising for my Government. Cardinal told me to return tomorrow when he will make definite proposals. I intend asking him to abstain from any action until proposals have been forwarded to you and instructions have been received. Agrément will be received tomorrow.
