The Minister was very glad to see from your report of the 12th October1 that the arrangements for the presentation of your credentials are proceeding satisfactorily.

2. As the appointment of Herr Von Dehn appears to be taken for granted it would be better if he did not present his credentials until towards the end of November, as the exact duration of this Conference2 is still problematical. However, if the German Government wish to send him sooner we shall have to make special arrangements so there is no need to tell them about the possible inconvenience.

3. It is very important that our legations everywhere should be called 'Irish legations' and it is very satisfactory that you have already secured the recognition of the German Government for this procedure.

4. We have spoken to the South African Delegation here about the Berlin appointment. Finance was their whole difficulty but I think they will succeed in appointing a Minister to Berlin next year.

5. I have no doubt that the hesitations of Sir Horace Rumbold are a source of amusement to you. In time he will become resigned to the presence of another Commonwealth Minister in Berlin and it will be very interesting to hear from you about the different phases of his progress in that direction.

6. Mr. McCauley's rencontre was a very happy one. It has always been a big difficulty in America to get people to know of the existence of our legation, and we have been quite disappointed even very recently to be told by American visitors to Dublin that they did not know about our legation in Washington.

If Mr. McCauley follows up his activities and extends them to every possible reference book and newspaper we shall not have the same disappointment in the case of Germany.
