34. Following for Lester.

Minister desires you to speak at final meeting if the other members are doing so taking of course no line which might be at variance with the final resolution that may be agreed to or with the president's statement on resolution. He thinks that a suitable line would be to urge conciliatory policy on both sides and to stress the great importance to the Council and to the League of a speedy and satisfactory settlement of all questions outstanding between the parties but the matter of the speech generally is left to your discretion.
