Your 162.1 It would be impossible to make public statement on even general lines of collaboration without risking misunderstanding of our essential neutrality at least by our own people at home. Minister fully appreciates your very great difficulties and has highest appreciation of way you have handled situation. He knows you understand that we may have to suffer much abuse abroad for sake of home front which is the paramount consideration.
