Extract from the minutes of a meeting of the Cabinet
'Civil Aviation: Development'

Dublin, 18 December 1946

Consideration was given to a memorandum dated 27th November, 1946,1submitted by the Minister for Industry and Commerce, relative to the development of civil aviation. Approval was given, in principle, to the proposed development set out in the annexed schedule.

In regard to the decision of the government on the 30th April, 1946, that Dublin Airport should be developed as a full-scale continental class airport for use as an alternative to Shannon for transatlantic traffic, it was understood that such use of Dublin Airport would not be for the purpose of regular services but rather for emergency purposes.
