Your letter of the 8th received this morning.1

Our Paris Minister has had the same difficulty. We have instructed him to include the Russian Ambassador in his calls. While the fact of your calling on him will not in all probability be published, the omission would be noted and questions in the Dáil would inevitably follow. Moreover at a moment when relations with Russia are being renewed elsewhere the call could hardly cause unfriendly feelings. In any case it is our business to be courteous to all representatives as we as a State never have had a break with any other State, and a simple raising of the eyebrows ought to be a sufficient answer to anybody who might venture to suggest that you have acted improperly. The Minister will be very interested to hear what the Russian Ambassador has to say.
