DUBLIN, 1 December 1943

Have been told by English Jew organisation that a neutral visa is a protection against deportation from occupied territory even though Jew concerned cannot obtain exit permit. We are being pressed by other British organisations to give such visa as act of humanity.

Please find out urgently if visa would give protection.
