You understand codes are not Secret. The proposals deal with initiation of negotiations on basis of tariff truce with money lodged with Bank of International Settlements.

The London people can be depended upon to arrange to have their men in Ottawa informed if they think it necessary. We cannot I fear arrange effective co-operation with you in this matter. Expressions of anxiety on your part may be misunderstood.
