Extract from minutes of a meeting of the Executive Council (C.2/16)

DUBLIN, 3 November 1923


(a) Address to the King.

The following suggested alterations in the text of the Address which it was proposed to present to the King at the close of the Imperial Conference were agreed on:-

References to the 'Throne' to be replaced by references to the 'Crown'.

References to the 'British Empire' to be replaced by 'British Empire and Commonwealth'.

In addition it was suggested that Dr. MacNeill should inform Mr. McKenzie King, Prime Minister for Canada, of these alterations and to enlist his assistance with a view to getting the words 'British Empire' altered for all future purposes to the 'British Empire and Commonwealth'.

(b) Adoption of Resolutions.

A letter was read from Dr. MacNeill in which he stated that he and the Minister of External Affairs were opposed to the adoption of any Resolutions by the Imperial Conference.1

The Executive Council agreed with this view.
