St Jean de Luz, 24 February 1939

With reference to our recognition of General Franco and to your telegram No. 6 of 23rd inst.1 advising me that my credentials would be forwarded within a few days, I have requested the Viscount de Mamblas to make the necessary arrangements for instructions to be given to the Spanish officials at the frontier at Irún so that not only myself but also Mrs. Kerney and Miss Donnelly may be allowed to pass into and out of Spain without any question.

I propose to pay a visit to San Sebastian on Monday 27th inst. and to call at the Ministerio de Jornada there and discuss matters with Mr. Castillo, who is a sort of Agent de liaison between the Government and the Diplomatic Corps. Subsequently, on receipt of my credentials, I will again see Mr. Castillo and request him to ascertain the precise date on which I may present

my credentials in Burgos. It will no doubt be necessary on the occasion of my visit to Burgos to take Miss Donnelly with me so that she may assist me in arranging certain protocollary visits etc.; I am not certain at the moment whether Mrs. Kerney's presence will be necessary.

The headquarters of the Legation will have to be established in San Sebastian and, from enquiries which I have made, I am satisfied that the most suitable address will be the Hotel Maria Cristina, where I trust it may be possible for me to secure accommodation.
