Precise position today is as follows: Divided opinion as to whether applications for membership referred back to Council should be dealt with present session. Pretoria view is that they will be postponed. Canadian Minister for External Affairs, however, thinks there is some prospect our being elected this session. He says Russia holding out so far against us to [word missing] precedent that applicants can be rejected by veto alone. Canvass now being made to secure postponement in order to let Council cool off.
