Message to Dublin from George Gavan Duffy

Now expect Peace Congress which big four control will do nothing [for Ireland] if English oppose. Also expect League of Nations Scheme will exclude probability of successful appeal there [by Ireland] since there must be unanimity in Council of League to admit us. We incline to think England may offer President as Umpire over our claim. You must see Chief American delegate Walsh before you refuse such proposal.

Subsequently in letter to Mrs G.D. Seoirse1 [Gavan Duffy] says that the power of the Big Four in the League was not quite as autocratic as he anticipated.
