With reference to your minute of the 20th instant (D.4714H)1 in regard to the ratification of the London Naval Treaty, and the general question of procedure in the matter of affixing Seals to Instruments of Ratification and Full Powers, I have to acquaint you, for the information of the Minister of External Affairs, that at a meeting of the Executive Council on the 20th inst. an order was made advising the ratification of the Naval Treaty on behalf of the Irish Free State. It was agreed that in view of the pressing anxiety of the United States Government to have this Treaty ratified, it would be better to defer any modification of the existing practice in regard to Seals until the next Treaty comes up for ratification.
