Your 40.1 Irish Government determined to maintain and defend neutrality. There is no justification for allegations in yesterday's German Press and wireless that neutrality is not being strictly observed. There is no question of making any agreement which would involve departure from neutrality. The reports referred to are part of campaign designed to force Ireland out of neutrality. Government determined to maintain neutrality even in face of offers of concessions on unity question. We will immediately resist any violation of the neutrality of our territory or territorial waters. Keep us informed by wire.
