With reference to your letter of the 27th July1 to which was attached copy of letter received from MR. CHARLES BEWLEY, of Berlin, relative to the attitude of Mr. Chartres, I have to say that I have looked through the translations from the Bulletin, and I am inclined to agree with Mr. Bewley that it is not strictly playing the game, but I think that the matter is so cleverly done that you would be rather in a unique position to take disciplinary action. I think you can only note it, and note similar future things, and then deal with the accumulative effect.
