Dublin, 27 February 1953

Following consideration of a memorandum dated the 23rd February, 1953,¹ submitted by the Minister for Finance, it was decided that a strict test of essentiality should be applied to proposals for imports from the Union of Soviet Socialist Republics and associated countries which are under Communist rule.
