Secretary General threatens resign and will do so unless Organisation acts. Possibility Emergency Session Assembly. Our view about this canvassed by several delegations including Scandinavian. Have replied no instructions but sure Ireland would support. Britain and France completely isolated excepting possibly Australian New Zealand abstentions. Canada would probably support Emergency Session. USA would certainly value support Emergency Session. Wire instructions.
