We invariably find that there is considerable delay in any matter in which the Foreign Office has to intervene and it is becoming more and more apparent that we have no friends there. They obviously believed that by holding up Professor Smiddy's appointment they would make it more difficult for us to get a distinct quota for the Free State. They did not know until it was too late for their purposes that Smiddy had been working behind the scenes all the time and had actually succeeded in getting the necessary modification into the Johnson Bill.
