With reference to Mr. Thomas' Despatch No. 607 of the 24th October last,1 and previous correspondence concerning the recommendation of the Imperial Conference 1923 on the subject of the Negotiation, Signature and Ratification of Treaties, I have the honour to inform you that my Ministers accept the procedure set out therein as a working arrangement.
2. They desire me, however, to point out that they understand that the instrument of ratification will state in all cases the member or members of the Commonwealth on whose behalf it is made.
