Dear Mr. Minister:

With further reference to my letter of February 6th1, it is now definitely established that the Minister Plenipotentiary of the Irish Free State has the same official status as the Ministers Plenipotentiary and Envoys Extraordinary of other nations, and he takes precedence according to the date of his official recognition by the U.S.A. Government within the second grade of diplomatic representatives:- (b) Envoys Extraordinary and Ministers Plenipotentiary, etc.

In the Official Diplomatic List the Legation of the Irish Free State is now followed by those of Ecuador, Greece, Paraguay, and Haiti, the heads of which were appointed subsequent to your Minister and all of whom are Ministers Plenipotentiary and Envoys Extraordinary.
