Comment

The proposed solution inclusive of (4) has the following advantages:

1. Germany will be a member of the Council before any change takes place in its constitution.

2. The entire changes proposed depend on a free vote of the Assembly which may reject them all including the election of Poland to a non-permanent seat.

3. (4) has the particular advantage of excluding Poland for an indefinite period from permanent membership.

4. The political balance would be fairly well maintained by the interchange of Poland & Norway for Sweden & Czechoslavakia.

The main point is that Germany agrees.

I think the Minister should be left a free hand to do as he thinks fit after consultation with Canada.
