3. It will be seen that the most vital functions of the League are assigned to the Council and membership of it accordingly bestows a special position of privilege and power. It is the most powerful international body in existence, and the mere fact of the Saorstát being a member of it would remove all doubt about our international status. The new affirmation of status being much more necessary in our case than in that of Canada, it is worth considering whether we should not send a cable to the Canadian Government telling them that we are definitely going up unless we hear immediately that they are doing so. At the same time, we should promise support if they become a candidate. That line will force them into promising support to us if they do not go forward.
