Telegram from Dominions Office 7th May states American Ambassador called on Foreign Secretary declared his government presumed Dominion governments would send fully empowered representatives to Naval Conference. Secdo in letter 5th May to Minister External Affairs states British full power will be territorially limited. In circumstances government favours acceptance. Please cable urgently Canadian attitude.
