Establishment of Legations in Paris and Berlin

The Minister for External Affairs was authorised to arrange for the establishment of Legations at Berlin and Paris.

In this connection the position of Mr. MacWhite was further reconsidered and it was agreed that instead of his being accredited to the Swiss Government at Berne, negotiations should proceed on the basis that he should be accredited to the French Government at Paris, with an office in Geneva for the purpose of contact with the League of Nations.
