All members of Commonwealth voting for us and supporting us. Candidature seems strong. Would not however encourage public optimism in case of possible set back. Have again been avoiding trouble and commitments regarding Portugal though position still delicate in view of South American antagonism to Norway. Delegation fully share views expressed in your telegram. Council election now proposed for Wednesday 17th September.
