With reference to my minute of 21st inst. No. 11/3B,1 we have been informed by the Department of Defence that, having regard to the well defined and often expressed policy of the Irish Free State Government as regards the use of chemical warfare, their Minister2 is definitely in favour of laying down the rule that a State against which chemical weapons have been employed shall in no case retaliate by the use of the same weapons.
