Disarmament Conference

As already reported, the General and Political Commissions will reopen on 11th April. All questions of principle will be decided in these Commissions and it is the declared intention of the Conference to proceed as rapidly as possible in this way.

Many occasions will arise for taking a definite line, often by nominal roll-call, even if you do not wish me to participate in the discussions. I do not know if you will find it possible to send additional delegates who will be acquainted with the views of the Minster, or whether you prefer, in the exceptional circumstances, to leave these decisions to my discretion. In that case you might wish to give me some general guidance.

It will very often be impossible, especially with the staff resources at my disposal, to inform and consult you as each question comes up for decision.
