37. Reference your telegram No.611 you should not issue suggested statement. You may issue statement to the Press that the Irish Government has not considered the question of military forces to be sent against Italy. The position of the Government was clearly stated by the President at Geneva.2 Any action that the Irish Free State may take will be taken in its capacity as a member of the League and in fulfilment of its obligations under the Covenant. The question of what action it may be necessary to take in certain eventualities has not yet arisen.
