Acting on the President's instructions I informed the H. Commissioner that the contents of Sir Warren Fisher's note showed that the British had not even begun to realize what the problem was. The High Commissioner was to say this to Mr. MacDonald or to Sir W. Fisher or to both.

The H.C. thought better to speak with Mr. MacDonald only. He would get in touch with him immediately.

The H.C. wanted very much to come over to Dublin tomorrow to explain the situation more fully. I promised to speak to Minister about it.
