Letter from Joseph P. Walshe to Seán Moynihan (Dublin)

Dublin, 7 December 1936

I am directed by the Minister for External Affairs to inform you that he intends to give the attached instructions to the High Commissioner in connection with the renewal of the Coal-Cattle Pact.

It will be seen that the instructions are identical with the suggestions made by the Minister for Industry and Commerce at today's Council Meeting¹ with the exception of (v), for which the Minister for External Affairs has substituted 'If the occasion arises and the suggestion comes from the British side, the question of a general trade agreement and financial settlement will be examined by the Government here'.²
