I enclose herewith an Aide Memoire¹ undated which I received this morning from the Dominions Office in which it will be seen that the British naval authorities indicate the possibility of vessels belonging to the Limerick Steamship Company being molested by Spanish warships acting in the interests of the Spanish Insurgents.

The Dominions Office state they are making inquiries as to whether ships belonging to any other member states of the Commonwealth are likely to be in Spanish waters. They do not think there is much likelihood of this but if such possibility exists the Dominions Office would make suggestions similar to those contained in the Aide Memoire to the other member states.
