As regards the question of the Minister heading the Delegation, I have already stated my views fully in previous years, and my views on this question are unchanged. To my mind, the recent settlement of all but one of the serious matters in dispute with the British Government and the increased prestige which the Taoiseach has acquired from his handling of the negotiations and from the results, is an added reason why he should come to the 1938 Assembly. The situation in Spain and in Europe is at the moment such that it is not possible to say yet whether any questions concerning it will come before the Assembly.²
