Dublin, 4 December 1939
I phoned Mr. Cremins at 11.30. He informed me that the Secretariat were discussing the procedure relating to the calling of the Assembly. Would they have a new session of the 19th Assembly; would they call the 20th Assembly 1939; or would they call an extraordinary Assembly outside the normal series? Mr. Cremins will phone when a decision has been taken. No doubt the British and French Governments are being sounded as to the advisability of having an Assembly at all. They are principally involved. If there is an assembly the T.[aoiseach] will go.
