Your telegram 219.1 I made appropriate representations to State Department yesterday morning and Mr. Moore said no one can predict how neutrality legislation will go and under second clause American ships could visit Ireland because she is neutral. However combat areas are defined Ireland will suffer like other north European neutrals since the seas surrounding her are combat areas.
