(No. 203) (Copy)

Washington, 14 November 1939

Your telegram 2011 my protest to State Department is front page news in New York and Washington papers. Reporters in the first instance got news from State Department. Associated Press accounts summaries give my representation as follows (1) Ireland is neutral (2) Ireland's trade is hit, particularly the imports of wheat, maize, fertilisers, (3) American ships trading Irish ports have been un-molested. (4) No more danger Irish ports than Norwegian or Mediterranean.
