Mr. Walshe telephoned regarding the attached cartoon in the 'Daily Mirror' of the 17th inst.¹ It has created a very bad impression in Ireland and he cannot imagine such an offensive and insulting cartoon being published without the consent of the British authorities. Such a cartoon would not be permitted with regard to Italy, Yugoslavia or other neutrals.

Without waiting for H. Cs. return, call up Stephenson² and inform him of our feeling on the matter.

Mr. Walshe said that such actions as this would make him inclined to consider ceasing cooperation with the British.

Spoke to Stephenson. He had not seen cartoon but would look into the matter. Expressed regret but said press is not censored.
