Your 289.1 Everything possible should be done to prevent project maturing. Press campaign for occupation of ports becoming more pointed. Essential to keep our friends in America in touch with seriousness of position and the evil consequences which would follow any attempt to seize the ports. You should especially stress the inevitability of bloodshed and most bitter struggle, as entire people behind Government.
