Your 26.1 Under Secretary of State informed me this morning sense of reply which German Minister has been instructed to convey to you. I understand from him that, in view of friendly relations, they are anxious to have matter cleared up, but wish to have available evidence examined by German experts. They appear to be definitely of opinion that German aircraft not responsible for bombing on January 2nd–January 3rd, and in general they do not regard our evidence as conclusive proof.
