The Minister for External Affairs presents his compliments to His Excellency the American Minister, and has the honour to acknowledge the receipt of His Excellency's Note of the 9th December¹ enclosing the text of the joint resolution of Congress declaring that a state of war exists between the United States and the Imperial Government of Japan.
