Memorandum by Joseph P. Walshe concerning British plans to
introduce conscription in Northern Ireland

DUBLIN, 23 May 1941
The High Commissioner saw Sir Archibald Sinclair, the Minister for Air, this morning. (He is to see Attlee and Morrison this afternoon.)
Sinclair was somewhat reserved – though usually very friendly – and he gave the impression that conscription was inevitable. He told Dulanty that Churchill had given a full account to the Cabinet of the Government's protest. No decision had been taken. He added that he felt quite sure that Dulanty would be told before the decision was promulgated. He hoped the High Commissioner would go to see him again when he had seen some of the other Ministers.
