The Germans were disagreeably surprised at fighting spirit and enterprising strategy of Americans in France. The general public, however, still believe that military situation is not irreclaimable, as prophesied, new weapon will make tide turn: existence of flying bombs encouraging public to believe in possibility of further news of efficient new weapons and advice to that extent prejudicing appreciation of military situation as, however desperate it may appear to be by normal standards, one can always cherish hopes other new weapons will save it even in extremis. It seems certain other weapons are being prepared, including new type of submarine. The change, real or rumoured, in military command will hardly directly affect military issue. The new total war measures will make available considerable number of men, but the best have been taken long since.
