The Taoiseach had some hesitation in deciding against issuing an invitation as the idea had already occurred to him and he was tempted to act on it.

My own feeling was that we just have not the staff or the time to cope with an additional and very exacting visitor especially as there is no Argentine Legation here to share the burden.
