Your 173.1 Loan decision is curious in view of fact that Act definitely specifies nature of aid and ability to repay as criteria. On both grounds aid in our case should obviously be by way of grant. Would it be possible for Commins or Skentelbery to get any inkling by means of casual conversation with Sweeney2 as to factors likely to have influenced loan decision in our case. Please try this and wire reply urgently. Is it possible that, under section 114(a) of Act, aid is being given to all participating countries by way of loan pending passage of Appropriations Act?
