I have your letter of the 27th November1 regarding your conversation with Dr. Wellington Koo.

Naturally there is no question of our opening diplomatic relations with the Government of the Republic of China at Taipeh.

In your reply to Dr. Wellington Koo you may wish to say that owing to our budgetary position the Government do not for the present contemplate the opening of new diplomatic missions and you may add, if you wish, that there are already some countries which the claims of our local national interest place in a high degree of priority if the Government should again consider expanding its diplomatic service.
